1989 mercury tracer wagon

hello, I recently rebuilt the engine on my tracer and now i can't get the car to start , the fuel justs keeps filling the combustion chamber and it floods the vehicle out ,I've already changed the ecu. I dont know what is causing this, and I need some help with this problem, thank you. eddie.
